NATO Secretary General Mark Rutte stated that not all Alliance countries are participating equally in financing military aid to Ukraine. According to him, the main burden is currently being carried by only 6–7 states. He said this during a briefing within the meeting of foreign ministers of NATO member countries in Helsinki.

Rutte emphasized that Ukraine continues to receive support under the “Priority Ukraine Requirements List” (PURL) initiative. It provides for the delivery of critically important American weapons, including air and missile defense systems such as Patriot systems, which are paid for by European allies.
“In essence, this is already happening. Deliveries of critical American equipment to Ukraine are continuing,” the NATO Secretary General noted.
He added that he would like to see broader participation of Alliance countries in financing this initiative and a more even distribution of costs among all NATO members.
According to Rutte, currently only 6–7 countries are effectively bearing the main financial burden, although contributions from European allies ensure the continuous supply of weapons to Ukraine.
The Secretary General also stressed that Ukrainian forces are demonstrating high effectiveness on the battlefield but require stable and expanded support from partners.
