Russian Foreign Ministry spokeswoman Maria Zakharova noted that such statements indicate the Alliance’s readiness to move toward escalation and undermine efforts to resolve the Ukrainian crisis. She added that the authors of such comments should be aware of the risks and consequences for NATO members themselves.

Admiral Dragone told the Financial Times that NATO is considering strengthening its response to Russia’s hybrid warfare, and a “preemptive strike” could be regarded as a defensive action. He also noted that in the event of a Russian invasion, the Alliance would reach the Romanian front only in a few weeks, meaning Romania would have to restrain the aggressor on its own, according to November exercises in Cincu.
