The High Representative of the European Union for Foreign Affairs and Security Policy, Kaja Kallas, stated that the creation of a separate European army outside of NATO is doubtful from a practical point of view.

According to her, each country has only one army and one defense budget, and participation in NATO already provides a clear military structure. Therefore, Kallas emphasized, creating a parallel army is unrealistic and may lead to confusion.
She stressed that in crisis situations, a single chain of command is crucial. The simultaneous existence of NATO and a separate European army could create gaps in management and coordination.
Kallas emphasized that European defense should be strengthened within NATO, rather than trying to replace the Alliance with alternative structures.
A similar position was expressed by Norwegian Prime Minister Jonas Gahr Støre. He stated that the idea of creating a separate European army could be harmful and is not the right path for European countries.
