Analysts at the Institute for the Study of War (ISW) stated that Vladimir Putin and the Russian Armed Forces leadership systematically exaggerate alleged military successes in Ukraine. Such statements create a false impression of the state of Ukrainian defense ahead of international contacts.

According to ISW, on December 27, Putin held a public meeting with the General Staff leadership and commanders of troop formations, during which claims were made about the full or almost complete occupation of several Ukrainian settlements. Analysts emphasize that these statements do not reflect the real situation on the battlefield.
For example, information about the capture of Myrnohrad, Rodynske, Kupiansk, and Huliaipole is not confirmed by open sources: Russian forces control only parts of the territories — about 49% of Myrnohrad and up to 55% of Huliaipole.
ISW also notes the Kremlin’s active use of videos showing small groups of soldiers raising Russian flags to create the effect of “control” over territories. Experts believe these information campaigns are designed to create the illusion of rapid Russian advances and weakening of Ukrainian defenses, which does not correspond to actual frontline data.
