France does not support the idea of a simplified or accelerated process for Ukraine’s accession to the European Union. Instead, Paris proposes a model of gradual integration and “symbolic” rapprochement with the EU. This was stated by Minister Delegate for European Affairs Benjamin Haddad.

According to him, there can be no “shortcuts” to EU membership, even despite political support for Ukraine. He stressed that France advocates a gradual alignment of Ukraine with European standards.
Haddad emphasized that the accession process for Ukraine, as well as for Moldova and the Western Balkan countries, is long-term and involves major reforms — particularly in the areas of anti-corruption, rule of law, and judicial independence.
“For Ukraine, as for Moldova and the Western Balkan countries, integration into the European Union is a long process that requires reforms. When it comes to EU values and legislation, there can be no exceptions,” he said.
At the same time, France recognizes the geopolitical importance of Ukraine’s rapprochement with the EU and supports deeper cooperation. However, according to Haddad, full membership is only possible after complete implementation of the requirements and internal reforms both in Ukraine and in the EU itself.
He also suggested the possibility of an intermediate status for candidate countries that would allow deeper integration without full membership.
“To become a full member, we must tell the truth: there is no shortcut. Countries must reform. And the Union itself must also reform and become more flexible,” Haddad added.
