In Ukraine, martial law and general mobilization are ongoing. Men aged 25 to 60 can be drafted into the Armed Forces of Ukraine, but certain categories of citizens have the right to a deferment.

Lawyer Maryna Bekalo explained that the right to a deferment applies to:
- People with disabilities or temporarily unfit for service according to the decision of the military medical commission;
- Parents, guardians, and caregivers raising children with disabilities or severe illnesses;
- Citizens who have adult children with disabilities of Group I or II as dependents;
- A husband or wife with a disability of Group I–II, and sometimes Group III in cases of severe illnesses (oncology, absence of limbs, serious mental disorders);
- Persons caring for parents or relatives with Group I or II disabilities, provided there are no other caregivers.
New rules for applying for a deferment
This year, documents can be submitted not only through Territorial Recruitment Centers (TRC) but also via CNAP or the “Reserve+” app. It is necessary to provide documents confirming the disability status, including:
- Certificate for the MSEC act;
- Extract from the expert commission decision on the assessment of daily functioning;
- ID confirming the status;
- Pension certificate or document on social payments;
- Certificate for receiving benefits for persons with disabilities without a pension or social assistance.
The validity of the documents is automatically extended if the disability status is maintained. The extension is carried out through “Reserve+,” where the user receives a notification about the deferment extension.
