In Ukraine, certain categories of pensioners may be exempt from paying utility bills thanks to a benefit in the form of a 100% discount on housing and communal services, as well as on the purchase of solid fuel and liquefied gas. This was reported by the Pension Fund of Ukraine.

This applies to pensioners who live in rural areas and continue to reside there after retirement, provided they have the required length of service in certain professions.
These categories include, in particular:
librarians and museum workers
teachers
workers of cultural and cultural-educational institutions
doctors
pharmacists
plant protection specialists
A mandatory condition is at least three years of work experience in the relevant profession and employment in that position before retirement.
Income level is also taken into account: the average monthly income per family member over the last six months must not exceed the established threshold (in 2026 — 4,660 UAH). If this amount is exceeded, the benefit may be denied.
To apply, it is necessary to submit to the Pension Fund documents confirming eligibility for the benefit, including a certificate from the employer or local authorities, as well as proof of rural residence.
The benefit is granted for 12 months and does not apply to family members.
