NATO Secretary General Mark Rutte emphasized that support for Kyiv cannot be weakened. According to him, a strong Ukraine and the increase of Alliance countries’ military budgets are the most effective way to deter the Kremlin.

Rutte explained that the allies are working on a three-tiered deterrence system:
- Strong Armed Forces of Ukraine, capable of independently defending the country.
- A coalition of willing European countries ready to provide additional security guarantees.
- Support from the USA, including intelligence sharing and arms supplies.
The NATO Secretary General stressed that the current lack of peace in Ukraine is entirely due to Vladimir Putin’s position, who is willing to sacrifice Russians for limited military gains.
Rutte also highlighted that the USA remains committed to NATO, rejecting the need to create a “European NATO.” According to him, the USA and European countries have prepared documents with security guarantees for Ukraine: they provide for strengthening the Ukrainian Armed Forces, deploying European troops in Ukraine, and actively using American intelligence in case of another Russian invasion.
Currently, these documents are considered a first step toward a broader agreement to end the war and ensure the implementation of any peace arrangements with Russia.
