Ukrainian President Volodymyr Zelenskyy stated that Russia is striking Ukraine’s energy infrastructure in an attempt to disrupt preparations for the heating season. This affects not only electricity and heat generation but also natural gas production.

At a meeting with Norwegian Prime Minister Jonas Gahr Støre, Zelenskyy emphasized the importance of Norway’s support in ensuring Ukraine’s energy security. The country provided funds for gas purchases, which last winter allowed at least one million Ukrainian families to stay warm.
Since the start of the full-scale aggression, Norway has provided Ukraine with €385 million for gas imports, and in August 2025 announced additional support of 1 billion kroner (approximately €83 million) for preparations for the 2025/2026 winter.
Energy Minister Svitlana Hrynchuk reported that Ukraine needs 13.2 billion cubic meters of gas to get through the heating season, of which 4.6 billion must be purchased abroad. According to her, “Naftogaz” has sufficient funds to fill storage facilities and meet the needs of Ukrainians even in the case of a cold winter.
