Former Commander-in-Chief of the Armed Forces of Ukraine and current Ambassador to the United Kingdom Valerii Zaluzhnyi, in an article for the Polish analytical center Institute of the Eastern Flank, called for accelerated work on building a new security architecture in Europe. In his view, forming an effective system to protect the continent will take at least five years — a process that will involve inertia and require overcoming internal barriers within democratic societies.

Zaluzhnyi points out that Russia, even amid the ongoing war, is already creating a “new army” that is quickly accumulating and implementing combat experience. He believes that a large-scale reform of the Russian armed forces is inevitable during or after the conflict, and that its results could be adopted by other countries — particularly China, Iran, and North Korea.
The former commander predicts that by 2030 these reforms will result in armed forces integrated with robotics, autonomous systems, and artificial intelligence — with new doctrines capable of scaling capabilities as needed. This, he says, will trigger a new arms race for control over the global security system.
Zaluzhnyi concludes that transforming European security requires a systemic approach, investment in defense infrastructure, stronger integration among allies, and long-term preparation to adequately respond to modernized Russian threats.
