US Ambassador to NATO Matthew Whitaker called on the European Union to strengthen its stance on Russia by taking a “more aggressive” position. The main appeal is to immediately accelerate the use of frozen Russian sovereign assets for the benefit of Ukraine.

According to Whitaker, such a decisive step would ensure stable economic and military support for Kyiv for the next few years. Moreover, it would clearly demonstrate the readiness of European countries to act resolutely.
“I think that will also indicate a new stride—a more aggressive Europe,” he emphasized. “It’s time for them to act boldly.”
Currently, EU member states are discussing mechanisms that would allow the use of frozen Russian assets to finance loans for Ukraine.
However, some states, particularly Belgium (where the majority of the assets are held in the Euroclear clearing house), are expressing concern over potential lawsuits and likely retaliatory punitive measures from Moscow.
In parallel, the EU is considering other options for supporting Ukraine, including:
- Member states providing at least 90 billion euros in grants for 2026-2027.
- The European Union taking on common debt to issue a loan to Kyiv.
