On December 22, Ukraine received a new tranche of direct budget support from the European Union in the amount of about €2.3 billion. The funding was provided within the framework of the Ukraine Facility program.

Of the total amount, €2.1 billion was provided in the form of a loan, and another €200 million as a grant that does not need to be repaid. The funds will be directed to cover the state’s priority social and humanitarian expenditures.
The Ministry of Finance of Ukraine reported the crediting of the funds. To receive this tranche, Ukraine completed eight reform steps required for the sixth tranche, as well as one step предусмотрений within the framework of the fourth tranche of the program.
Finance Minister Serhii Marchenko noted that support under the Ukraine Facility is key to maintaining macrofinancial stability and the uninterrupted functioning of public administration during the war. According to him, the implementation of more than 60 steps of the Ukraine Plan confirms commitment to reforms and the European integration course.
At the same time, People’s Deputy from the Holos party Yaroslav Zhelezniak stated that the tranche amount could have been larger. In his opinion, Ukraine was once again “penalized” by hundreds of millions of euros due to the failure to meet certain milestones of the EU Plan.
Ukraine Facility is a special EU financial instrument to support Ukraine in 2024–2027 with a total budget of up to €50 billion.
Since 2024, Ukraine has already received more than €26.7 billion under this program, and in 2025 — more than €10.6 billion. The financing covers direct budget support, an investment fund, and technical and administrative assistance.
The European Union remains Ukraine’s largest financial donor — since February 2022, the total amount of assistance has exceeded €70.7 billion, of which more than €28.7 billion was provided in 2025 alone.
