📉 Contract with OTL Imports
The Ukrainian company “Progress” signed an agreement with the American firm OTL Imports, founded by Tanner Cook. Ukraine transferred €17.1 million, but ammunition from Serbia did not arrive. NABU is investigating the case. Arbitration in Vienna ordered OTL to return €21.3 million. Meanwhile, Cook began living lavishly using this money.
💥 Scandal with Regulus Global
The American company Regulus Global was supposed to deliver artillery shells to Ukraine worth $1.7 billion. An advance payment of $162.6 million and €14 million was made. But the company broke the deal and stopped responding. “Spetstechnoexport” demands $346 million in compensation, while Regulus accuses Ukraine of failing to meet the terms.

“Ukrspetsexport” signed a contract with a company connected to the FSB and PMC “Wagner.” This is another example of careless procurement amid the war.
⚖️ According to FT, dozens of officials are under investigation. Some have been dismissed or already charged with corruption. All cases indicate a lack of systemic control and rushed decisions under critical conditions.
