Ukraine will receive financial support from European partners even if Hungary and Slovakia continue to block the EU loan of 90 billion euros, two EU diplomats reported.

EU leaders are expected to discuss this issue at the summit in Brussels next week. During the meeting, they will try to convince Hungarian Prime Minister Viktor Orbán and Slovak Prime Minister Robert Fico to support the loan program, which is intended to cover about two-thirds of Ukraine’s financial needs to counter Russian aggression until the end of 2027.
If the blockage continues, the Baltic and Northern European countries are ready to provide Ukraine with financial assistance in the form of bilateral loans. According to the diplomats, this concerns approximately 30 billion euros, which could be allocated without EU-wide approval.
In addition, Dutch Finance Minister Elco Heinen stated that his country is ready to provide Ukraine with 3.5 billion euros annually until 2029 as bilateral support.
