Finnish President Alexander Stubb stated that the Kremlin uses a typical tactic in negotiations to end the war in Ukraine: first, it makes unacceptable demands, and then partially retreats.

Stubb explained to an American audience that Russia’s territorial demands are practically impossible to fulfill. He drew an analogy with the U.S.: “It would be like giving away Florida, Georgia, South and North Carolina, Virginia, Maryland, and creating a superhighway to attack New York.”
The Finnish president also noted that since 2014, Russia has been trying to seize the Donbas and still controls only part of the territory, with progress occurring very slowly.
