According to European diplomats, the US is conducting active, behind-the-scenes negotiations with EU member state governments, persuading them that these funds are better kept as a tool of political pressure on Russia and as a potential element of future peace agreements between Kyiv and Moscow.
Washington emphasizes that the assets should not be used to continue the war but should be preserved as leverage in diplomatic processes. The US State Department has not yet commented on this information.
