The sanctions list includes, among others:
- The Akhmat Kadyrov Foundation, which runs re-education programs for Ukrainian children, subjecting them to militaristic training;
- Aymani Kadyrova, president of the foundation and mother of Ramzan Kadyrov;
- Valeriy Mayorov, head of the Center for Teen Programs, which fosters pro-Russian sentiments among children in temporarily occupied territories of Ukraine;
- Anastasia Akkuratova, deputy director of the Department of State Policy in the Field of Child Rights Protection at the Russian Ministry of Education, involved in state indoctrination and Russification of Ukrainian children.
The UK government emphasized that Russia’s policy is aimed at destroying Ukrainian cultural identity and statehood in temporarily occupied territories. According to the UN, the Russian educational program in these areas prepares children for service in the Russian army.
It is estimated that over 19,500 Ukrainian children have been forcibly relocated or deported by Russia, with around 6,000 placed in re-education camps. There, they are subjected to indoctrination aimed at undermining Ukrainian identity, instilling pro-Russian sentiments, and preparing them for service in the Russian armed forces.
