The Trump administration has proposed removing from a UN resolution key phrases affirming Ukraine’s territorial integrity and condemning the Russian occupation of Crimea and other Ukrainian territories, Kyiv Post reported, citing two diplomatic sources familiar with internal UN discussions.

The resolution in question, titled “The Human Rights Situation in the Temporarily Occupied Territories of Ukraine,” is submitted annually by Ukraine to the UN General Assembly’s Third Committee. Last year, the document was supported by 78 countries, including the United States.
However, according to the sources, Washington now suggests renaming the resolution to “The War in Ukraine” and removing references to “territorial integrity” and “aggression.”
European diplomats have already expressed concern that such changes could weaken a key annual UN document condemning Russia’s invasion.
“This is yet another example of Washington stepping back from Ukraine’s core interests at a crucial moment of diplomacy. If these formulations are removed, the signal to Moscow will be clear: the U.S. no longer leads the defense of the international order,” said one European diplomat.
The UN’s Third Committee is expected to review the resolution in the coming weeks. According to Western diplomats, the official reasoning for the proposed changes is to make the document “more inclusive,” though in practice it could dilute the level of condemnation of Russian aggression in multilateral forums.
