Secretary General of the Council of Europe Alain Berset stated the need to step up the process of establishing a Special Tribunal for the crime of aggression against Ukraine, emphasizing that the current pace is too slow.

According to him, the Council of Europe has already completed all preparatory work. In particular, in June an agreement was signed in Strasbourg between the Council of Europe and President of Ukraine Volodymyr Zelensky on the establishment of the special tribunal, after which the organization completed its part of the preparations within nine months.
Berset stressed that the Council of Europe has the necessary team and funding to launch the tribunal, but there is still a lack of clear political commitment from the states that are expected to take part in the process.
He also called for allowing the Council of Europe to participate in negotiations at the highest level within the so-called Coalition of the Willing, in order to be able to directly address heads of state and government and convey the critical importance of launching the tribunal.
The Secretary General assured Ukraine of his commitment to the idea of the Special Tribunal, emphasizing that without accountability, peace and democracy are impossible.
