The European Parliament, by a majority vote, supported the creation of a fully unified European Union defense market and proposed considering Ukraine as an integral part of it, reports the EP website.

MEPs called for deeper integration of the defense industry, development of flagship projects, and a reduction of reliance on suppliers outside the EU. Ukraine is proposed to be included in the defense market due to its experience in security and defense.
In the first report, parliamentarians outlined a vision for a stronger and more integrated market: joint arms procurement, long-term financing, simplification of regulatory procedures, and promotion of cross-border cooperation among defense companies. The MEPs supported the “buy European” principle, which is expected to ensure predictable demand, stimulate investment in research and development, and increase production.
Rapporteur Tobias Kremer emphasized that in today’s conditions, creating a single European defense market is an urgent necessity: “Only by fully utilizing the potential of the single market can we create a defense system where every euro invested provides maximum innovation, security, and economic efficiency.”
In the second report, parliamentarians highlighted gaps in member states’ defense capabilities, particularly in air defense, artillery, missiles, ammunition, drones, cybersecurity, and electronic warfare systems. The EU is urged to cooperate more actively on joint flagship projects by 2030, including programs for counter-drone systems, monitoring the eastern flank, an air shield, and space defense infrastructure.
