The European Union is considering reforming its membership rules to allow Ukraine, Moldova, and other candidate countries to join the bloc without full voting rights. This was reported by Politico, citing European diplomats.

According to the publication, the idea is still in its early stages. Under the proposal, new members would receive all the benefits of membership but would temporarily lack veto power over EU decisions — until internal reforms are completed within the Union itself.
Such an approach, according to European officials, would help prevent decision-making from being blocked by individual member states — particularly Hungary, which has repeatedly stalled the EU enlargement process.
Anton Hofreiter, head of the European Affairs Committee of the German Bundestag, stated that future members must agree to give up their veto power until key reforms are implemented — in particular, the introduction of qualified majority voting in most policy areas.
“Enlargement should not be slowed down by reforms being blocked by individual EU member states,” he emphasized.
