The European Union called for an immediate halt to escalation in the Middle East and strict adherence to international humanitarian norms. EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, issued a statement on behalf of the 27 member states following an urgent ministers’ meeting held after the massive U.S. and Israeli strikes on Iranian territory and Tehran’s retaliatory missile attacks. Brussels described Iran’s actions as unacceptable and emphasized the need to protect civilians.

The EU statement stressed the call for maximum restraint, respect for international law, and the principles of the UN Charter. Economic risks were also highlighted: the conflict could paralyze key trade routes, including the Strait of Hormuz, threatening energy security and supply chains in Europe.
Despite the joint position, there are differences among member states. German Chancellor Friedrich Merz warned against criticizing allies, while Spanish Prime Minister Pedro Sánchez openly condemned the actions of the U.S. and Israel, calling them a factor destabilizing the global order.
Diplomats acknowledge the EU’s limited ability to influence the situation. Brussels representatives note that the Union has effectively become an external observer, as it lacks real leverage over the decisions of Donald Trump’s administration.
