Ukraine carried out a large-scale series of strikes on Russian oil refining facilities, causing significant financial losses to Russia’s oil industry. The total amount of damage exceeded 1 trillion rubles, or more than $11.1 billion. This was reported by The Moscow Times and Bloomberg, citing data from the insurance market and industry analysts.

According to Yevgeny Borovikov, Deputy CEO of insurance broker Mains, direct losses from drone attacks in Russia’s oil and gas sector have already exceeded 100 billion rubles. At the same time, total losses, taking into account indirect damage and lost profits, are significantly higher.
Analysts note that in 2025 Ukraine carried out 184 attacks on Russian oil infrastructure facilities. Targets included oil refineries, maritime infrastructure, tankers, and pipelines.
By the end of the year, the volume of pipeline oil supplies to Russian refineries fell to the lowest level in the past 15 years. Enterprises received 228.34 million tons of crude oil, which is 1.6% less than a year earlier. Total oil refining in Russia decreased by 1.7% to 262.3 million tons.
Participants in the insurance market are recording a sharp increase in the loss ratio of insurance against sabotage and terrorist attack risks in 2025. Due to the rise in the number of insured events, tariffs and deductibles increased significantly, and payouts exceeded insurance premiums.
The insurance broker Remind also reported a significant increase in the number of insurance claims. The average amount of damage from attacks on oil refineries is estimated at several hundred million rubles per incident.
Earlier, former head of the Security Service of Ukraine Vasyl Maliuk stated that in 2025 Ukrainian forces carried out about 160 successful strikes on oil extraction and oil refining facilities on Russian territory. The largest number of targets were hit in September and October, including oil refineries, terminals, oil depots, and pumping stations.
