German Chancellor Friedrich Merz, during a speech in the Bundestag, stated that the war in Ukraine must end, but not on terms of capitulation. He emphasized that maintaining peace in Europe is a key principle of his government, and therefore any agreements must guarantee a fair and lasting peace.

Merz highlighted the importance of unity between European countries and the United States. According to him, no decision regarding Ukraine’s future can be made without the consent of Kyiv and Europe.
At the same time, he welcomed U.S. President Donald Trump’s attempts to end the war but stressed: “European matters are decided only with Europe’s consent,” as the EU is not a “pawn” but an independent player with its own interests.
The Chancellor also emphasized that Russia could end the war “in a matter of minutes” if it truly wanted peace. Germany will continue to support Ukraine as long as necessary, including using frozen Russian assets.
Merz added that next year Germany’s support for Ukraine will increase to €11.5 billion, and Putin must understand that he cannot win against the European order of freedom and peace.
