On Wednesday, November 26, European Commission President Ursula von der Leyen outlined the EU’s key priorities for a peace agreement to end the war in Ukraine.

1️⃣ A just and lasting peace
The EU seeks peace with real security guarantees for Ukraine and all of Europe. “As a sovereign state, Ukraine cannot have restrictions on its Armed Forces that would leave the country vulnerable to future attacks,” von der Leyen emphasized. Ukraine’s security is part of Europe’s security, and the peace agreement must ensure long-term threat deterrence mechanisms.
2️⃣ Protection of Ukraine’s sovereignty
The European Commission President stressed that there can be no unilateral redrawing of Ukraine’s borders. “One cannot allow borders to be changed by force, as this would signal new aggressions,” she stated. Sovereignty also includes the state’s right to independently determine its future and EU integration.
3️⃣ Meeting financial needs
The EU will guarantee financial support for Ukraine, especially if Russia is unwilling to negotiate. The use of frozen Russian assets is being considered as one possible option. Von der Leyen emphasized that European taxpayers should not bear the entire cost alone, and decisions will be made in accordance with legislation and international law.
4️⃣ Nothing about Ukraine — without Ukraine
The implementation of the future peace treaty will depend on the EU and NATO, including security guarantees, sanctions, reconstruction funding, and advancing Ukraine toward the Single Market and EU membership. “Nothing about Ukraine — without Ukraine. Nothing about Europe — without Europe. Nothing about NATO — without NATO,” the European Commission President stressed.
5️⃣ Return of abducted children
Von der Leyen reminded about the tens of thousands of Ukrainian children kidnapped by Russia. The EU will not forget them and will continue efforts to secure their return.
The European Commission President added that the coming days remain dangerous for Ukrainians, but progress is possible. At the same time, Russia shows no readiness for peace, so pressure must continue.
