Lithuanian President Gitanas Nauseda sharply criticized the 28-point plan proposed by the U.S. to end the Russia-Ukraine war, emphasizing that Ukraine’s future cannot be decided without its participation.

According to Nauseda, any proposals that put Kyiv in a weak position are unacceptable.
“We are talking about possible reductions of the Armed Forces of Ukraine, territorial concessions, and other decisions that would effectively mean capitulation,” he said.
The Lithuanian president stressed that the EU must demonstrate “very strong will” and protect Ukraine’s territorial integrity by providing real security guarantees. The idea of reducing the Ukrainian army by 50%, he said, cannot be considered a guarantee at all.
Nauseda also highlighted the key role of the U.S. in shaping a new security system. He expects a final version of the document, Ukraine’s response, and active participation from European partners:
“We cannot sit on the sidelines and just comment on peace plans. We must take part in this — it is our historic opportunity.”
In Washington, the administration of President Donald Trump states that consultations with European allies continue, but emphasizes that any agreements are possible only with Ukraine’s participation and without coercion into unilateral concessions.
