Lithuania has urged the European Union to find a way to start negotiations on the accession of Ukraine and Moldova even without Hungary, which is blocking the process.

This was reported by LRT, citing a letter from Vilnius sent to EU capitals ahead of an informal meeting of foreign ministers in Copenhagen on September 1–2. The document proposes starting negotiations at a technical level with the agreement of 26 member states, while official approval would be granted later if Budapest’s position changes.
Acting Lithuanian Foreign Minister Kęstutis Budrys emphasized that delays are “geopolitically harmful for both Ukraine and the EU.” He noted that Ukraine’s membership is an important component of Europe’s security guarantees and long-term stability.
In Brussels, it was reminded that opening any chapter of negotiations requires unanimity: the final decision remains with the EU Council. Lithuania also again proposed setting 2030 as the target date for Ukraine’s EU accession to allow clear planning of reforms and resources.
