The blockade by Hungary requires decisive action from the European Union to advance Ukraine’s European integration, said Lithuanian Foreign Minister Gabrielius Landsbergis.

When asked about the possibility of accelerating Ukraine’s integration despite Hungary’s veto, Landsbergis responded affirmatively. He emphasized that EU enlargement is based on the principle that progress depends on the achievements of the candidate country, but this principle is currently undermined by Hungary’s abuse of the veto right, despite Ukraine meeting the criteria.
“We aim to secure 27 votes, but until that happens, we are seeking alternative solutions,” he said, confirming the existence of a so-called “Plan B” to overcome Hungary’s veto. The minister added that the EU cannot remain hostage to a single country.
Landsbergis explained that during Denmark’s EU presidency, there is an opportunity to move to informal stages that will be formally approved later. According to him, this approach aligns with the current EU enlargement methodology, demonstrates respect for the Union’s rules, and supports Ukraine’s reform process.
“I do not know the motives of the Hungarian government, but I will not be weak and will not be a hostage. We have a solution to avoid this,” emphasized the Lithuanian Foreign Minister.
He also expressed optimism about support from member states and stressed that this is not about empty statements but about maintaining momentum for Ukraine and continuing reforms. The informal negotiation process could become an effective mechanism for preparing the EU for enlargement.
Landsbergis confirmed that “Plan B” should be launched in the fall of 2025, noting that maintaining political focus now is critically important for advancing Ukraine’s integration.
