In 2025, the state border of Ukraine was crossed over 37 million times: about 18.4 million entries and 18.7 million exits. The vast majority of crossings — 86% — were made by Ukrainians.

Analysts note an increase in citizens’ mobility: on average, Ukrainians crossed the border 2.7 million times per month, while in previous years this figure was 2.5 million.
Despite this, the gap between those who left and returned is decreasing. In 2025, 16.1 million Ukrainians left the country, and 15.8 million returned — meaning about 290.3 thousand people remained abroad. For comparison, in 2024 this figure was almost 443 thousand.
Over the four years of full-scale war, around 3.1 million citizens officially left Ukraine and did not return, with over 70% leaving in the first year of the invasion.
