Russian Foreign Minister Sergey Lavrov, in his interview with propaganda media, stated that Russia’s main goal in Ukraine is not the seizure of specific territories, but political control over the entire state. This contradicts Russia’s demands to recognize the annexation of parts of Ukrainian territory that are not even under its military control.

Analysts at the Institute for the Study of War (ISW) note that such statements from the Kremlin clearly reflect its true intentions: to remove the democratically elected government of Ukraine and establish a pro-Russian puppet regime. Lavrov claimed that Russia allegedly seeks to “protect” Ukrainians from their own government, which serves as justification for interference in the country’s internal affairs, including changes to language and religion laws.
Analysts emphasize that Russia’s territorial claims are separate from its political goals, which distorts reality. The Kremlin consistently aims for the demilitarization of Ukraine, replacement of the government with a pro-Russian one, and prevention of NATO or other international alliances’ membership. Lavrov confirmed that Russia will achieve these goals by any means—military or diplomatic.
On August 19, Lavrov also denied that Russia seeks to seize territories, including Crimea and Donbas, justifying the aggression as “protection of Russian people,” while leaving the possibility of negotiations with Kyiv open, proposing to conduct them gradually, “step by step.”
