The Italian Ministry of Defense is considering a large-scale modernization program for the national armed forces, which includes increasing the size of the military contingent by 60%. According to confidential documents reviewed by Reuters on February 19, 2026, the total size of the army, navy, and air force could reach 275,000 personnel.

This step is aimed at meeting new NATO requirements. Last year, NATO countries, under pressure from U.S. President Donald Trump, set a new target level for defense spending — 5% of GDP. For Italy, which traditionally spent around 2%, this entails significant changes in budgetary policy.
The proposal from military experts, submitted to Defense Minister Guido Crosetto, envisages a phased increase in personnel until 2044. The plan also includes the creation of a 15,000-strong operational reserve. The cost of personnel expansion alone is estimated at €6 billion, while total personnel maintenance costs until the completion of the reform could reach €15 billion annually.
Minister Crosetto, an ally of Prime Minister Giorgia Meloni, confirmed the intention to reach the 5% of GDP target by 2035. However, implementation of the plan in parliament is expected to be difficult: the opposition and civic activists have expressed concerns, emphasizing that with high national debt, investments in healthcare and education should remain a priority, rather than expanding military capabilities.
The final draft of the defense strategy is planned to be presented by the government at the end of March.
