This is according to a nationwide survey conducted by the Kyiv International Institute of Sociology (KMIS). 51% of respondents agree with the joint plan of Europe and Ukraine.
It is noted that respondents were randomly presented with only one of the three scenarios. The authorship of the plan was not disclosed, as revealing it could significantly influence the respondents’ opinions.
Thus, respondents were only presented with the terms of the plan, after which they were asked to assess the general acceptability of the proposed option. Below are the peace plans:
Conditional US Plan:
- A group of European states, but without the US, provides Ukraine with security guarantees.
- russia retains control over occupied territories.
- The US officially recognizes Crimea as part of russia.
- Ukraine moves towards EU membership.
- The US and Europe lift all sanctions against russia.
Conditional Europe and Ukraine Plan:
- Ukraine receives reliable security guarantees from Europe and the US.
- russia retains control over occupied territories, but Ukraine and the world do not officially recognize this.
- Ukraine moves towards EU membership.
- After establishing lasting peace, the US gradually softens sanctions against russia.
Conditional russia Plan:
- Ukraine significantly reduces its army and limits armament.
- Ukraine forever renounces NATO membership.
- The cities of Kherson, Zaporizhzhia, and generally all of Donetsk, Zaporizhzhia, and Kherson regions are transferred under russian control.
- Ukraine officially recognizes all occupied territories as part of russia and forever renounces them.
- Ukraine moves towards EU membership.
- The US and Europe lift all sanctions against russia.
According to the results, firstly, the overwhelming majority of Ukrainians, 82%, firmly reject the russian peace plan. Only 10% of respondents are willing to accept the demands of the aggressor country.
Secondly, the conditional US plan may be acceptable to 29% of respondents, though many emphasize the complexity of this option. However, the majority, 61%, consider it completely unacceptable.
Thirdly, the joint plan of Europe and Ukraine receives much more support. In this case, 51% of Ukrainians are ready to support it, albeit without much enthusiasm. At the same time, 40% consider this joint plan completely unacceptable.
“In recent days, the path of diplomatic negotiations has intensified, and we see proposals and counterproposals from different sides. As of the publication’s preparation, possible direct negotiations between Ukraine and russia are being actively discussed, including a meeting between V. Zelensky and V. Putin on May 15 in Istanbul,” noted the Executive Director of KMIS, A. Grushetsky, in a comment on the survey results.
