French President Emmanuel Macron has put forward three key conditions under which the EU will be able to use frozen Russian assets to provide financial support to Ukraine. This was reported by the French Minister for European Affairs, Benjamin Haddad, during a meeting of EU ministers in Brussels, according to European Pravda.

The first condition concerns international law: Haddad emphasized that Europe cannot simply confiscate these assets, but can use them as an advance mechanism for future Russian reparations.
The second is financial security. The EU and the G7 countries must provide guarantees to ensure that the new mechanism is fully protected. This, according to the French minister, is what raises concerns in some states, particularly Belgium.
The third condition concerns the European defense industry: Paris insists that the funds from the “reparations loan” be directed toward purchasing weapons from EU manufacturers and working in cooperation with Ukrainian defense companies.
