European countries have preliminarily agreed on a security guarantees plan for Ukraine, which includes the deployment of personnel from partner states, reports The Wall Street Journal. The mission plans to involve two groups of ground forces: one for training and supporting the Armed Forces of Ukraine, and the other for ensuring security and deterring potential Russian attacks.

After the summit, French President Emmanuel Macron stated that 26 countries are ready to participate in the mission in various ways — from sending soldiers to providing naval and air support. Foreign troops will be deployed not on the front line but in designated areas, while air patrols will be conducted by forces stationed outside Ukraine.
According to WSJ, the plans were developed with the participation of U.S. generals, including Alex Grinkevich, head of the U.S. NATO Operations Command. Kyiv insists on specific U.S. commitments within post-war security guarantees, believing that Moscow will not take the agreements seriously without U.S. military support.
