European Commissioner for Enlargement Marta Kos stated that Ukraine’s membership in the European Union is a strategic political instrument that strengthens the security of all of Europe. She said this during an informal meeting of the EU Council in Lviv.

Kos emphasized that Ukraine’s integration into the EU is the most reliable path to ensuring a sustainable peaceful settlement and the long-term development of the country.
Reforms remain a key condition
According to her, the main priority at the negotiation stage is Ukraine’s implementation of reforms and harmonization of legislation with EU standards. At the same time, Kos stressed that no member state can veto this process, hinting at Hungary’s position.
The situation with the Hungarian minority
The Commissioner also commented on Budapest’s arguments regarding alleged “minority issues.” Kos reminded that in September she visited Zakarpattia and spoke with the Hungarian community — and did not hear complaints that could not be resolved within the negotiation process.
She noted that Ukraine is already implementing an action plan on national minorities in accordance with Article 2 of the European Treaty, and all the issues raised by Hungary can be addressed during the negotiations.
Kos concluded that blocking the accession process is not a European approach, as all contentious points can be resolved constructively and within the framework of dialogue.
