According to the Financial Times, the plan envisions a response within 24 hours of the first ceasefire violation: initially a diplomatic warning, and if necessary — actions by the Ukrainian Defense Forces to restore the ceasefire.
If hostilities do not stop, Ukraine together with its partners will activate the second stage — involving the “coalition of the resolute,” which includes most EU countries, the United Kingdom, Norway, Iceland, and Turkey.
In the event of further escalation within 72 hours of the first violation, a coordinated response by Western-supported forces is planned, including the participation of U.S. military personnel.
A new round of trilateral peace talks between Ukraine, Russia, and the U.S. will take place on February 4–5, President Volodymyr Zelensky reported.
