The European Union may adopt a new, twentieth package of sanctions against Russia in January 2025, but real negotiations will begin only after the New Year holidays. This was reported by Politico.

According to the outlet, the issue of the new package of restrictions is currently not among Brussels’ priorities. One European official stated plainly:
“This is not a priority right now.”
Another diplomat clarified that the European Commission will move to active discussions of sanctions in January:
“The Commission will start discussing ideas for new sanctions after the holidays.”
For now, only informal discussions are taking place within the EU’s preparatory bodies — in particular, regarding potential sanctions lists. The process has not yet reached EU ambassadors, so the official stage of negotiations has not started.
The main focus is on eliminating loopholes in the sanctions regime.
Politicians and experts expect that a key element of the package will be closing gaps in export control.
The European Security Council of Ukraine (ESCU) has reported major loopholes in restrictions on natural rubber — a critical material for Russia’s defense industry. It is used in the production of tires for fighter jets, missile carriers, and ammunition delivery systems.
The new sanctions package aims to increase pressure on Moscow at a time when the Trump administration in the United States continues to demand that the Kremlin stop the war and ensure Europe’s security.
