Paying an administrative fine in the “Reserve+” app does not exempt citizens from the obligation to comply with military registration requirements during martial law. Even after the fine is paid, summonses may continue to be issued. This was reported by the Kharkiv Regional Territorial Recruitment and Social Support Center (TRC and SSC).

The TRC emphasizes that these are different procedures: closing a specific violation and the general obligation to remain on military registration.
Paying a fine through “Reserve+” only resolves the violation for which it was issued and removes the corresponding marks in the app. At the same time, it does not change a person’s military registration status and does not cancel the possibility of further summonses from the TRC.
If a summons is properly delivered — in person or by mail — it is considered valid regardless of whether the fine has been paid. Ignoring such summonses may lead to administrative or criminal liability depending on the circumstances.
The agency also noted that “Reserve+” is only a tool for resolving specific violations and does not cancel the obligation to remain registered, update personal data, or appear when summoned. In cases of repeated violations, the matter may be transferred to enforcement services with further restrictions, including those related to bank accounts or property.
