Citizens eligible for a deferral during general mobilization can now apply for it remotely through the Reserve+ app without visiting territorial recruitment centers (TRCs).

The system became operational following changes to Cabinet of Ministers Resolution No. 560, adopted in November 2025. It provides for automatic extension of most deferrals and prioritizes digital processing. Documents can also be submitted through administrative service centers (CNAPs).
Automatic deferrals are extended for the following categories:
– Persons with disabilities
– Temporarily unfit for service
– Parents of children with disabilities under 18
– Parents of adult children with disabilities of groups I–II
– Spouse with disability of groups I–II
– Persons whose parents have disabilities of groups I–II
– Servicemen with children
– Parents of three or more children in one marriage
– Students and postgraduate students
– Employees of higher and vocational education institutions
– Relatives of those killed or missing in action
– Relatives of Heroes of Ukraine awarded posthumously
– Citizens deprived of liberty due to armed aggression against Ukraine
– Military personnel released from captivity
In March, deferrals through Reserve+ can be applied for by:
– Persons with disabilities
– Temporarily unfit for service
– Parents of children with disabilities
– Parents of three or more children
– Employees of higher and vocational education institutions
– Students and postgraduate students
– Servicemen with children
– Single parents raising a child under 18
– Parents of adult children with disabilities of groups I–II
– Spouse with disability of groups I–II
The Verkhovna Rada also adopted draft law No. 13574, granting a one-year deferral for men who have completed a contract service between ages 18 and 25. The decision was supported by 243 parliamentarians.
