During the hearing of Petro Poroshenko’s lawsuit to annul the decree imposing sanctions against him in the Cassation Administrative Court of the Supreme Court, it was revealed that two versions of the document were published on the official websites of the President of Ukraine and the NSDC — one containing errors in personal data and another corrected version.

Lawyer Illia Novikov stated that this may indicate possible falsification of the decree, since the materials on which the sanctions decision was based are dated later than the decree itself. In particular, the disk with the documents is dated February 13, while the decree was adopted on February 12, 2025.
MP Viktoria Syumar reported that the president’s representative in the Supreme Court was essentially defending Viktor Medvedchuk’s position, arguing that publication of the decree stripping him of citizenship violated his rights by disclosing personal data. Syumar emphasized that the document contained no classified information and called it an example of blatant falsification.
The president’s representative had previously confirmed that changes were made to the decree after it was signed, describing them as “technical corrections.”
Lawyer Ihor Holovan reminded that on July 31, a ruling of the Vinnytsia District Administrative Court came into force, which established that the appendix to the February 12, 2025 decree contained an incorrect identification code for Poroshenko — 11 digits instead of 10. The corrected document was submitted by the NSDC only on February 13, after the decree had already been signed.
The court declared these actions illegal, since amendments to legal acts cannot be made without undergoing the full adoption procedure again. This ruling entered into force, as the NSDC did not appeal it.
