Ukraine’s mobilization system is being transformed, shifting from physical presence to digital control. The Ministry of Defense increasingly emphasizes that the future of mobilization processes lies in automation and registries, not in “street raids.” Currently, TCC staff are massively going out into the streets due to the lack of up-to-date data on citizens.

However, with the full launch and population of the electronic register of persons liable for military service, “Oberih,” the situation has changed dramatically. This is the view expressed by the publication “Chas Diy.”
From now on, through “Oberih,” the state has access to data from the tax service, migration service, civil registry offices, and other registers. Military enlistment offices can see a person’s place of work, residence, and contacts without the need to stop them at a checkpoint.
“Contactless” mobilization
The change in format does not mean the cancellation of mobilization or its easing. On the contrary, control becomes tighter, but it will be less visually noticeable.
“Instead of spending resources on patrolling, staff of recruitment centers focus on analytical work with registries,” experts believe.
Digital notifications. The system makes it possible to identify those who have not updated their data or are ignoring a summons.
Automatic sanctions. If a person violates military registration rules, the mechanism for holding them accountable (fines, restrictions on the right to drive a vehicle, etc.) can be launched remotely.
That is, in order to receive a fine or a requirement to appear at the TCC, a person does not necessarily have to encounter a military officer on the street.
Efficiency versus conflicts
Moving away from the practice of forceful detentions on the streets, the so-called “busification,” should reduce social tension. After all, it is clear that videos of conflicts between civilians and the military discredit the mobilization process.
Digitalization shifts these relations into a purely legal sphere: there is an obligation, there is electronic control over its fulfillment, and there is automatic responsibility for violations. This makes the process more transparent for the state and inevitable for the citizen, regardless of whether they go out into the street or not.
