🗣️ OSCE Chairperson and Finnish Foreign Minister Elina Valtonen has called for urgent reform of the organization, which has been operating for several years without an approved budget. According to her, the situation is critical, and it is time to launch deep changes.

🇺🇦 Ukraine, in turn, has proposed five concrete steps to help the OSCE overcome the crisis caused by russia’s obstruction. The proposals were announced during a joint briefing with Ukraine’s Deputy Foreign Minister Andriy Sybiha.
⚖️ Valtonen stressed that a key priority remains supporting Ukraine and holding russia accountable for war crimes, including the abduction of Ukrainian children. All crimes must be documented, and those responsible brought to justice.
📉 She also pointed out that the organization has been functioning without an approved budget since 2021, stating that “past achievements do not guarantee future effectiveness.” According to her, the OSCE must become more resilient and capable of making timely decisions.
💰 To improve financial stability, Valtonen announced the creation of the “Helsinki 50” fund, which will ensure more efficient use of voluntary contributions and improved funding for the organization’s operations.
📌 Ukraine’s five proposed steps to reform the OSCE:
- Strengthening decision-making mechanisms to avoid paralysis from a single-country veto.
- Financial reform to establish a stable budget independent of violating states.
- Expanding mission mandates for effective monitoring and documentation of war crimes.
- Deepening cooperation with NATO and the EU on regional security issues.
- Introducing accountability mechanisms for violator states, such as russia.
🤝 Sybiha stated that Ukraine will present this plan to international partners soon and expects support from the majority of OSCE members to restore the organization’s effectiveness.
