Experts believe that mobile operators—Kyivstar, lifecell, and Vodafone—will not agree to link SIM cards to the passports of Ukrainians due to the high profits they earn from this market.

Telecom analyst Oleksandr Hlushchenko notes that such a decision is possible only politically, without considering the interests of the operators. It could be made if security arguments convince the authorities of the need to reduce the threat of enemy drones being used through anonymous SIM cards.
According to him, Ukraine currently has a large number of anonymous SIM cards that are not linked to specific individuals. This creates a risk of their use for illegal activities. Linking numbers to passports would make enemy access more difficult and simplify the identification of traitors if a citizen hands a card over to the Russians.
