In Ukraine, failing to respond to a summons from a Territorial Recruitment Center (TRC) is not limited to a one-time penalty. A separate fine is imposed for each missed appearance, and repeat summonses can be issued an unlimited number of times.

According to the Law of Ukraine “On Military Duty and Military Service” and the Law “On Mobilization Preparation and Mobilization,” failure to pay a fine within the established timeframe allows for compulsory financial measures, including the seizure of bank accounts.
Failure to appear or refusal to update military registration data is classified as an administrative offense under Articles 210 and 210-1 of the Code of Ukraine on Administrative Offenses. Currently, fines range from 17,000 to 25,000 UAH, and each repeated ignoring of a summons results in a new penalty.
It is important to note that paying the fine only closes the specific violation but does not exempt a person from the obligation to appear at the TRC and comply with military registration or mobilization requirements. Repeat summonses remain a legal tool until all established requirements are fully met.
