In Ukraine, digitization of employment record books is not a mandatory requirement, as the Pension Fund takes work experience into account even without it when assigning pensions. At the same time, citizens with work experience before 2000 are advised to take care of digitization in advance. This was stated by Oleksandr Maletskyi, Head of Digitalization at the Pension Fund of Ukraine, on the air of “Ukrainian Radio”.

Since 2021, the main source of data on employment history has been the electronic Register of Insured Persons, maintained by the Pension Fund of Ukraine. These data are used to calculate pensions, while the paper employment record book now plays a supplementary role.
According to the Pension Fund representative, the transition to an electronic format has improved the accuracy of work record tracking, helped avoid errors in entries, and automated data verification by employers.
At the same time, the system has limitations: the electronic register mainly contains data from 2000 onward, while information from earlier years was not automatically included. That is why digitizing paper employment record books allows confirmation of work experience from the 1980s and 1990s and its inclusion in the system.
There is no official obligation to undergo digitization — no fines or penalties are предусмотрені. However, in the absence of digital data, the pension application process may take longer due to the need for additional verification.
Experts advise not to delay digitization for those who have significant work experience before 2000, identified errors in records or lost documents, as well as for those planning to retire in the near future.
