Systematic work on changing approaches to mobilization is ongoing at the Ministry of Defense of Ukraine, as well as the process of notifying citizens.

This was stated by Deputy Minister of Defense Ivan Havryliuk during a plenary session of the Verkhovna Rada, according to an Espreso correspondent.
According to him, representatives of public organizations, society, and military units are involved in this work.
“Today, systematic work is being carried out in the Ministry of Defense with the involvement of a wide range of representatives of public organizations, society, and directly military units, in order to fundamentally change the approaches to the concept of mobilization and notification,” Havryliuk said.
He also commented on the legality of the actions of notification groups, including the blocking of streets for checking military registration documents.
According to him, such actions may be considered illegal in the absence of an appropriate decision.
“If there is no relevant decision (presumably referring to a decision of the Defense Council) in the hands of the notification group — then it is illegal,” the Deputy Minister of Defense emphasized.
