During martial law and general mobilization in Ukraine, military-liable individuals are subject to liability for evading conscription and violating military registration rules. This includes not only fines but also possible restrictions of rights, being placed on a wanted list, or seizure of property.

In particular, failure to appear at the TRC may result in bank account blocking. This is stated on the website of the Ministry of Defense of Ukraine.
“Yes, but only if a decision on bringing a person to administrative liability has to be enforced,” the Ministry of Defense noted in response to a question about possible account blocking.
How the procedure works
The Ministry of Defense clarifies that Territorial Recruitment Centers themselves do not have the authority to directly block bank accounts. This is only possible after an administrative fine is imposed and enforcement proceedings are initiated.
The process is as follows:
— in case of violation of military registration rules (Article 210-1 of the Code of Ukraine on Administrative Offenses), the TRC imposes a fine of 17,000 to 25,500 UAH;
— after the decision is issued, the person has 15 days to pay voluntarily;
— if the fine is not paid, the materials are transferred to the State Enforcement Service.
It is the enforcement officer who opens proceedings and may impose an arrest (freeze) on the debtor’s bank accounts. This mechanism is similar to the collection of debts for alimony, utilities, or traffic fines.
It is worth noting that having a reservation or deferment from mobilization does not exempt citizens from possible summonses to the TRC for data clarification and military registration procedures.
