⚖️ During a session of the panel of judges of the Cassation Chamber of the Supreme Court, President Zelensky’s representative confirmed that the National Bank of Ukraine illegally imposed financial restrictions against Petro Poroshenko.

As is known, Poroshenko is challenging Zelensky’s decree on sanctions. According to the defendant’s side — President Zelensky — the decree on sanctions was officially published on February 14, 2025. However, the National Bank of Ukraine had already sent an order to financial institutions on the morning of February 13, 2025, to block the accounts and financial transactions of the fifth President.
When asked whether she believed the NBU had unlawfully imposed these restrictions before the official publication of Zelensky’s decree, his representative replied affirmatively and stated that the actions of the NBU should be challenged in court.
“The decision of the National Bank of Ukraine, which deprived me of the right to use cards, blocked my accounts, and carried out other extraordinary measures that caused significant damage, was made by a letter from the National Bank at 9 a.m. on February 13. Since the decree on sanctions at that time, as you claim, had not officially entered into force, am I right to understand that the NBU had no grounds to take these actions?” — Poroshenko asked. “Yes,” Zelensky’s representative replied and added: “The actions of the NBU can be appealed in court.”
During the session, Petro Poroshenko also stated that the authorities have still not provided the necessary grounds for the imposition of sanctions and are trying to conceal document falsification. “From the very beginning, they wanted to classify and close the entire session. They wanted to block journalists, block diplomats, and block the world from seeing their crimes,” Poroshenko said.
“This crime lies in the falsification of the final document that the Ministry of Economy sends to the government, the falsification of the document the government sends to the National Security and Defense Council apparatus, the falsification of the document submitted to the president for signing, and, ultimately, the falsification of the decree itself,” Poroshenko emphasized.
“Five days ago, another NSDC decision was issued stating that all property of any sanctioned individual may be confiscated, and all rights may be fully restricted. And even those who dispute or help evade sanctions face criminal liability — up to 10 years, if I’m not mistaken. I once again emphasize: neither the law nor the Constitution provides any grounds for this,” Poroshenko said.
The panel of judges of the Cassation Chamber of the Supreme Court, reviewing Poroshenko’s lawsuit against President Zelensky, ruled to request all documents related to the decision-making process on the sanctions from the NSDC, the Cabinet of Ministers, and the Ministry of Economy. The deadline for submission is August 11. The next hearing is scheduled for August 19, 2025.
