📃 У Вер🏛️ A draft law has been submitted to the Verkhovna Rada proposing to remove the provision from Ukrainian legislation that prohibits the dismissal of the Cabinet of Ministers during martial law.

🔍 According to the explanatory note, the initiative aims to resolve a legal conflict. While the Law “On the Cabinet of Ministers of Ukraine” partially outlines the procedures for forming the government, these mechanisms are not properly regulated in the Rules of Procedure of the Verkhovna Rada, which contradicts the Constitution.
⚖️ The authors of the bill emphasize that it is the Rules of Procedure that should regulate the work of parliament, including appointments. Currently, the formation of the government (such as the coalition’s nomination of a prime minister) takes place without a clearly defined procedure.
📌 The draft law proposes:
- detailed rules for forming and dismissing the government;
- new requirements for candidates: a motivation letter, proof of Ukrainian language proficiency, and a signature;
- mandatory meetings between candidates and parliamentary factions before appointments;
- written documentation of coalition voting;
- mandatory government report and financial analysis by the Accounting Chamber when dismissing the prime minister;
- regulation of the Cabinet’s activities in the event of personnel changes.
🔎 The key innovation is the possibility to change the government even during martial law, which was previously prohibited.
📢 “This will increase transparency in government decision-making and accountability to society,” the bill’s initiators state.
