📌 In 2022, the Ukrainian army considered a new model for organizing the Ground Forces. It envisaged the creation of corps, divisions, and brigades, but it was not fully implemented. This was reported by Valerii Zaluzhnyi — then Commander-in-Chief of the Armed Forces of Ukraine and now Ukraine’s ambassador to the United Kingdom.

🧠 In a column for “Militarnyi,” Zaluzhnyi noted that this structure was meant to solve serious problems in troop management that emerged in the early days of the full-scale war. In his opinion, the old system was weak both functionally and organizationally.
⚙️ Effective command, according to Zaluzhnyi, depends not only on the structure but also on technical modernization and personnel training. He emphasized the importance of automated control systems and the development of human resources.
🔍 One of the main problems the general named was the absence of a strategic intelligence body. Despite attempts at reform and the use of civilian space resources, the newly created intelligence body was disbanded at the beginning of the full-scale war.
🛠️ In mid-2022, the General Staff began developing a new command structure that envisaged the creation of corps with divisions and brigades under their command. Work on the concept lasted several months and also included logistics, communications, and support.
🤝 The model received support from the United States and the United Kingdom. As a result, the 9th and 10th army corps were formed, and their training began at an accelerated pace. At the same time, the idea to create an Air Assault Forces corps remained unfulfilled.
⚠️ Zaluzhnyi emphasized that military command is a complex and vulnerable system that requires constant attention and flexibility. Excessive centralization can also be harmful.
🎯 He is convinced that the future success of the Armed Forces of Ukraine depends on how well the command structure is prepared today. And in this context, the names of units or the surnames of commanders are not as important — what matters is that the system works effectively.
